Being and struggling from Bangladesh, I can tell, no it is not time for us (IT companies) to do anything in the web. The number of people from Bangladesh, accessing and actively using the web is very limited. How many 20,000 or 50,000 max. The cyber cafe users go and watch porn sites.
But this is the situation we must improve upon. First we have to build useful things, then make people aware of it and let them know how they can benefit from the web using traditional media. That is why, besides Digital publications Quantumcloud is actively participating in the public medias. We publish articles, free of charge, in Daily Janakntha, Daily Ittefaq, Daily New Nation, Monthly Computer Jagat, and Computer Bichitra on Multimedia, web and internet, and Java programming.
Recently a big article was published on Janakntha about our Yellow Pages effort. You can read it here.

There is a link to download the article in Bengali(image format).
So we must work on public awareness also besides, building web applications.
For your question no. 4, I have to do some research. Have you seen any such services online or offline?
