CPU overclocking mainly means a set of techniques used to increase the working frequency of a processor in comparison to the default one.
Say, you have a processor with a default clock frequency of 400 MHz and you make it works at 420 Mhz, you obtain an overclock, even if it is very limited (this is a total increase of the frequency of 5%)! Kool nah?
