They used to have a good free package. But as I just checked, they have changed their plans. Now the only free package is not awarded to just anyone. Instead, you have to go through a peer review process. If they like your purpose and other plans with the site, they will grant you a free package. As I read, sometimes they take a long time to response back to your application. And I am not sure about the posting in the forum rule. So I am not referring this site anymore. But you can still give it a try. Nothing to lose.
Suggestions when writing a description: Try NOT to post your OPINIONS about yourself or about the site. It's really useless when you try to write a whole paragraph about how your site will be so cool and so on. A good amount of details about the contents of your website is a great thing to write about.
Also notice, for those who think they don't give an explanation, they do. If a person looks like they tried hard enough, but the description wasn't good, the application reviewers would certainly write something like this:
"Your purpose is nice, but we would like to see more details on the contents. If you can, please re-apply with a more detailed description and we'll see if we can accept you"
And for the rest of the applications that were denied due to poor description, they receive this:
"Possible reasons why your application was denied:
- The description was poorly written.
- The purpose of the site is poorly described.
- The details of what is going to be on this site is poorly described.
- Your website is not in English.
- Your website would contain illegal content.
- Your website is an anime site.
- Your website is a personal site (blogs, etc).
- Your website is only for file storage.
- Your website is linked to 'adult' content.
- Your application is incomplete.
