Flash water ripple effect, how to make?

I am trying to make some water ripple effects in flash, but don't know how to procede. Anyone can help me with some ideas or tutorials? I am very new in flash. I have a picture of sea/ocean. Just want to make it like the water is moving and rippling. I hope I make that clear.
