My IP does not support voice conversation. But my previous IP was supported and i know the IP which supported voice and which are from my network adminstration. Tell me the way how can i use those IP.
( dos commands or other way. Not network neighbourhood and TCP/IP protocol. )

Changing the IP address won't help you with anything. The lan card number and the IP address that the host company assigned you must match to get through the router to the internet.
Give me any messenger addrees which is able to voice chat behind a firewall. Dont't tell Paltalk, Aol, yahoo, Msn, gcn.
through using proxy it messenger becomes slow. it takes 15 seconds to pass a messsage. Do you have any ZIP proxy which is fast?

What do you mean by zip proxy which is fast? There is no such thing. You get the speed that your ISP allows you to have. There is no way around it unless you get a better service. You can use dial ups if you want to avoid proxy. Get an any-time connection from BTTB.
