Now I can't really give you a straight answer, because I don't work with fireworks. Anyways, I would suggest that get your banner image ready. In dreamweaver make a table exactly the same width and height as the image. Use the image as background and put your texts inside the rows and columns of the table where appropiate. This is probably the simplest way. With the fireworks, I would guess that you will have to select a few hot spots, then link the hot spots and export as html. Not sure, but this is how it ought to work.
At any rate, you will have to convince your link partners to place the html code of the entire table with the image linked to your server path on their web pages.
