That means your port is some how blocked by your personal firewall or your ISP.....generally broadband ISP blocked some ports which always use heavy bandwidth....so...check your firewall first and if block by your firewall then give permission to the game exe file and if it is blocked by your ISP..then you have no chance but change ISP!!!
